Big Shots for Arizona Awards Ceremony

This celebration recognizes organizations and individuals who have distinguished themselves by improving the health and wellness of Arizona’s communities and the lives of Arizona children through increasing immunization rates.

Practices are honored with the Toddler Cloud Award or Teen Cloud Award, recognizing 90% or above immunization rates in their offices. We also highlight individuals and organizations doing amazing work to increase the health of our communities with our Big Shot Awards.

Governor Katie Hobbs

Governor Hobbs has demonstrated decisive leadership to protect immunization access and public health in Arizona.

In 2025, she vetoed multiple bills that would have expanded vaccine exemptions and weakened existing protections—preserving policies that protect children, families, and vulnerable communities.

Her actions maintained the balance of choice while preventing unnecessary risks during a time of rising outbreaks and increasing misinformation.

She also expanded access to COVID-19 vaccines through executive action—ensuring availability across Arizona communities.

 

At a time when many hesitate, Governor Hobbs has taken a clear stand—prioritizing science, strengthening access, and protecting the health of Arizonans statewide.

 

Although Governor Hobbs is unable to join us this evening, she wanted to share a few words and has recorded a brief message to thank all of you—our healthcare providers, public health professionals, and partners—for the work you do every day to keep Arizona’s children and communities healthy.

2026 Spot Shot Award Winners
Will Humble

Through the Arizona Public Health Association platform and his widely read blog, Arizona Epi Digest, Will Humble has become one of Arizona’s most trusted voices for clear, evidence-based vaccine information.

At a time when misinformation can spread faster than disease, Will has consistently translated complex public health data into insights that policymakers, providers, and the public can understand—and act on.

His work has clarified misconceptions around vaccine safety and effectiveness, provided critical context during outbreaks, elevated the importance of immunization policy and infrastructure, and equipped public health professionals to communicate more effectively in their own communities.

Kiran Raman, MD, MPH

Dr. Kiran Raman played a pivotal role in protecting vaccine access for Arizona’s Medicaid population—safeguarding coverage for thousands of children.

When national immunization recommendations were disrupted, she led rapid cross-agency action to ensure vaccines remained covered based on medical evidence. Under her leadership, updated Medicaid policy was implemented in October 2025—preventing immediate gaps in access.

Her work not only stabilized coverage in Arizona but also supported broader legal efforts to protect immunization access nationwide.

Because of her leadership, Arizona families continue to receive life-saving vaccines—without interruption.

Dr. Clarisa Smith, Yavapai Pediatrics

Dr Clarisa Smith has continued to educate families and her community on vaccines. From advocating for children through the COVID pandemic to ongoing community educational efforts to follow AAP guidelines.

Dr. Smith has recently become an expert contributor in a community magazine educating parents about common pediatric illnesses and vaccinations.

Dr. Smith is a strong advocate for vaccinations. The only pediatric office in the Prescott area with a vaccine policy. She also does outreach with all local schools to encourage timely vaccines.

Adelante Healthcare Community Health Team

Adelante Healthcare is redefining community-based care by integrating Well Child Checks into mobile immunization outreach—bringing comprehensive preventive services directly to families.

In 2025, their team delivered 420+ immunizations while providing on-site developmental screenings and health assessments—turning single vaccine encounters into full preventive care visits.

By meeting families where they are, they’ve reduced missed opportunities, expanded access for underserved communities, and strengthened early identification of health needs.

This model goes beyond vaccines—it brings the medical home into the community, improving both immunization coverage and long-term child health outcomes.

San Luis Walk-In Clinic

San Luis Walk-In Clinic is transforming immunization outreach through Nuestros Niños—a youth-led, community-based program that tackles access and trust at the neighborhood level.

Partnering with local high school students and community health workers, the program delivers door-to-door vaccine education, identifies gaps in immunization coverage, and connects families to care—while addressing barriers like transportation, insurance, and food insecurity.

The initiative culminates in a back-to-school health fair providing free physicals, catch-up vaccinations, and essential resources—improving school compliance and reducing missed care.

Nora Wallace

Nora Wallace is the engine behind reliable vaccine access across Arizona Community Physicians’ pediatric network.

As VFC coordinator, she manages ordering, distribution, and compliance across multiple offices—ensuring vaccines are always available when and where children need them.

Her proactive approach prevents supply issues before they happen, keeps practices aligned with VFC requirements, and supports clinical teams with real-time guidance and expertise.

The impact is seamless vaccine operations, fewer missed opportunities, and more children vaccinated on time.

Through precision, consistency, and dedication, Nora helps ensure that no child falls through the cracks.

Brandi Giles

Hot Shot Andie Denious Award, this award recognizes Arizonans who truly go above and beyond in immunizations – like Andie did.

Brandi Giles is a driving force behind sustained improvements in immunization coverage at Mountain Park Health Center and across Arizona.

As Immunization Program Manager, she has built standardized, data-driven workflows that consistently increase vaccination rates year over year—reducing missed opportunities and strengthening compliance across clinical sites.

She pairs operational excellence with workforce development—training teams, supporting outreach efforts, and leading advocacy at the State Capitol to advance immunization policy.

Through her dual role with Arizona Families for Vaccines, she extends that impact statewide—connecting clinical practice, community education, and policy to strengthen vaccine confidence and access.

Brandi’s leadership delivers measurable results, stronger systems, and a lasting impact on Arizona’s immunization landscape.

Amy Baltazar

Hot Shot Andie Denious Award, this award recognizes Arizonans who truly go above and beyond in immunizations – like Andie did.

Amy Baltazar has transformed the vaccination experience for children across all 12 Phoenix Children’s clinics.

Through her leadership of the Comfort Promise initiative, she trained over 80 medical assistants in evidence-based techniques that reduce pain and anxiety during vaccinations—resulting in increased immunization rates and stronger family trust.

As Vaccine Coordinator, she delivers comprehensive training to ensure clinical accuracy, consistency, and confidence in vaccine administration across the system.

She also provides ongoing guidance to clinic leadership—supporting operations, compliance, and best practices at scale.

Amy’s work has improved both the quality of care and the vaccination experience for thousands of children—setting a new standard for compassionate, effective immunization delivery

Heidi Borquez, Odalis Bray, and Camila Salazar, United Community Health Center Immunization Team

Hot Shot Innovation Award, in honor of Carole Joyce, a nurse from Mt Park Health Center, that understood the benefits data to keep kids on track and described herself as, “a nurse with a syringe in one hand and a mouse in the other.”

Together, Heidi, Odalis, and Camila form a frontline team driving stronger pediatric immunization coverage through precision, consistency, and compassionate care.

Across every visit, they ensure vaccine records are thoroughly reviewed, needs are clearly identified, and no opportunity to vaccinate is missed—supporting timely, complete protection for children, even with complex multi-dose schedules.

Their work extends beyond the clinic—coordinating follow-up visits, keeping families on track, and volunteering at outreach events including back-to-school clinics, flu campaigns, and community vaccine drives.

The impact is clear: fewer missed vaccinations, improved care coordination, and a smoother, more reliable immunization workflow for both providers and families.

Through teamwork, attention to detail, and genuine connection with families, they help ensure more children are protected—every day.

2026 Up Shot Award Winners
Deidre Barlow

When a measles case in Colorado City quickly grew into a multi-state outbreak, Deidre Barlow stepped in to lead response efforts in a community with significant vaccine hesitancy.

She coordinated access to VFA MMR vaccines for uninsured residents, eliminating the need for travel, and enabled cross-state record checks by securing access to Utah’s immunization system—critical in a border community.

Working with local clinics, schools, and community partners, she delivered timely education and outreach to slow transmission and increase vaccination.

The impact: 334 VFC and 169 VFA MMR doses administered by February 2026—in a clinic that typically gives fewer than 20 vaccines per month.

With just a two-person team, Deidre’s leadership transformed outbreak response into action—expanding access, improving coordination, and protecting a high-risk community.

San Luis Walk-In Clinic – Mobile School-Based Initiative

San Luis Walk-In Clinic is breaking down barriers to immunization access across some of Arizona’s most rural and underserved communities.

Through a mobile clinic model, their teams bring vaccines, school physicals, and preventive care directly onto school campuses in Yuma, La Paz, and Mohave Counties—eliminating transportation challenges and closing critical access gaps.

By partnering with local school districts, they ensure children receive required and recommended immunizations on-site, improving school compliance and reducing missed school days.

Their work reaches uninsured and underinsured families, strengthens continuity of care, and expands access in communities where providers are limited.

This innovative, scalable model is reducing barriers, advancing equity, and ensuring that where a child lives no longer determines whether they’re protected.

Valleywise Community Health Center Avondale

Valleywise Community Health Center Avondale set an ambitious goal—to exceed a 90% HPV completion rate—and delivered measurable results, increasing coverage from 91% in 2024 to 94% in 2025 among teens ages 13 to 15.

Their approach combined consistent patient and parent education with bi-weekly data reports to identify gaps and drive targeted outreach. Teams didn’t stop at HPV—they also screened for other needed vaccines and overdue visits, strengthening overall preventive care.

By offering immunizations five days a week from 7 a.m. to 4 p.m., they expanded access for working families and students.

The result: higher completion rates, improved care coordination, and a stronger, more proactive approach to adolescent immunization in their community.

About Cloud Awards

What is a Cloud Award?

The Dr. Daniel T. Cloud Awards recognize the exceptional efforts of the many individuals and organizations whose tireless work and innovative strategies have improved immunization coverage levels for toddlers and teens in Arizona.

Who can submit a nomination?

Anyone may submit a nomination. You may nominate your own practice.
Who can be nominated?
Any organization that vaccinates toddlers (24-35 months) and/or teens (13-15 years.) The organization may or may not be VFC providers.

Winner Criteria

Award winners are determined by being top-performing practices based on 90% coverage for specific toddler and/or teen vaccine series.

Recognizes media stories that helped educate and/or reduce barriers to immunizations

Up Shot Award

Recognizes innovative programs to the immunization effort that has demonstrated commitment to improving the health of Arizonans

Long Shot Award

Recognizes someone responsible for legislation, regulations or public policy initiatives that have helped to reduce barriers to immunization

Top Shot Award

Recognizes employers who have created work environments that support and encourage healthy lifestyles including full coverage for life saving vaccines

Buck Shot Award

Recognizes exceptional events that have helped educate, promote, and provide immunizations to Arizonans

Hot Shot Award

Recognizes a person or organization that has gone ‘above and beyond’ the call of duty to give tremendous amounts of time and effort to increase immunization coverage levels
